There is no autosave feature. If you never save the game during a mission you
won't be able to go back later and replay the mission. Always save the game as
soon as you start a new mission.

Keep the [game speed] set to slow, [scroll speed] high, and set always for
[object transparency]. In an Easy game you start out with twice as much money
as you do in the Normal mode.


Command Center (Space Bar)
--------------
This is where you get mission briefings, access the database, read mission
hints, and see the mission site maps.

At the top of the Command Center screen are three clocks. The clock on the left
is a countdown timer. The other two clocks show how much time has elapsed.

The three monitors in the middle are various maps of the mission site. The
left monitor shows the location of the mission site in relation to the base.
The center monitor is the Main Monitor that displays information and the main
mission site map. The monitor on the right shows the mission site minimap.
A SatCom Vehicle has to be at the mission site in order for the minimap to be
displayed. To the right of the three monitors is the Exit door. Clicking on
the Exit door brings up the Main Menu.

At the bottom of the screen is the control panel. The three small monitors on
the left allow quick access to the Motor Pool. From left to right are the Fire
Department Motor Pool, the Police Motor Pool and the Rescue/Medical Motor Pool.
In the middle of the control panel is the Information Menu. On the right is
the Budget Gauge.

The Information Menu has six options:
    -[Documentary] replays the introductory movie for the mission
    -[Briefing] gives you some general information about the mission and a
     vague idea about the mission objectives
    -[Database] gives detailed information on vehicles, squads, and equipment
    -[Hints] help meet mission objectives and additional hints are sometimes
     unlocked during a mission
    -[Mission] goes directly to the mission site screen
    -[Awards] lets you see what awards you've earned

Clicking on the Map monitor, the Main Monitor or a Motor Pool monitor will
take you to the corresponding screen. 


Motor Pool (F1=Fire Department, F2=Police, F3=Medical/Rescue)
----------
This is where you select vehicles and squads for each mission. You can use the
TAB key to quickly cycle through the different areas of the Motor Pool (Fire
Department Vehicles, Tow Truck/Fire Plane, Fire Ship, Medical Vehicles, Rescue
Vehicle, Police Vehicles, Police SWAT Vehicles). You can also move around the
screen by moving the mouse to the edges of the screen. 

Moving the mouse pointer over a vehicle displays the vehicle name in the lower
right corner of the screen. Left click on the vehicle to select it. This will
bring up an information box about the vehicle. The important information is
the cost of the vehicle, how many passengers the vehicle can carry, and what
squads can be carried by the vehicle to the mission site. Squads can only be
moved to the mission site by adding a squad to a vehicle. Vehicles can be sent
to the mission site without carrying any squads. Left click on a squad to add
that squad to the vehicle. You can remove a squad from a vehicle by clicking
on the filled in passenger head icon. However, since you have no idea what
squad you are removing from the vehicle it is better to click on Cancel and
select the vehicle again. When the vehicle is ready to be sent to the mission
site click on the Start button. If you decide not to send the vehicle click on
the Cancel button.


Map screen (F4)
----------
Accessed by clicking on the Map monitor from the Command Center or F4. In the
bottom right corner of the screen is the Information area. This shows the
budget and information about the currently selected unit. Clicking on the arrow
takes you to the Command Center. Clicking on the Base takes you to the Motor
Pool. Clicking on the mission site takes you to the mission site screen.


Mission Site screen
-------------------
This is the main screen where you control the vehicles and squads.

A F101 Satellite Communications vehicle, or SatCom, has to be at the mission
site in order to enable the minimap.

The upper left corner of the screen has a countdown timer for some missions.

A message bar will pop-up at the top of the screen during this mission.

In the upper right corner of the screen is the minimap.

Information about the currently selected vehicle or squad is shown in the
bottom left corner of the screen. There will be a picture of the vehicle or
squad. Beneath the picture is a health bar. If a squad is shown any equipped
piece of equipment is shown in the picture. For vehicles, occupants are shown
in the next box. Below that is the vehicle ID or squad name. If a squad
interacts with a civilian or another squad, information about the civilian or
squad is shown in a third box.

The information bar and budget gauge are in the lower right corner of the
screen. The information bar will show you information about the currently
selected vehicle or squad. Click on the arrow below the budget gauge to go
to the Command Center.


Minimap
-------
The minimap can be hidden/maximized by clicking on the arrow. 

Squads show up as white dots. Police vehicles are green, Fire department
vehicles are red, and rescue/medical vehicles are yellow. Clicking on the
Person Icon at the bottom of the minimap will toggle the white dots, or squad
locations, on the minimap. Click once to hide the white dots, click again to
show the white dots. The Vehicle Icon will hide/show the green, red, and yellow
dots on the minimap. 

Areas where you can setup a pontoon bridge are shown by an orange circle.
Motorboats can land at blue circles on the minimap. 

The white box on the minimap shows the current area on the mission site screen.
Click on an area on the minimap to select a new area on the mission site screen.
The white box can be dragged to quickly move around the mission site screen.

There are five flags on the minimap. These are used to mark areas at the
mission site. Clicking on a flag will mark the current area of the mission
site and gray out the flag. Clicking on the gray flag will quickly change the
view at the mission site to the marked area. This is useful for marking
important landmarks at the mission site.


Controlling vehicles and squads
-------------------------------
Left click to select a vehicle or squad.

Left click and drag to select multiple units.

Right click on the map to send selected units to that area of the map.

Right click on a selected unit to bring up the command menu. A description of
each command menu icon is displayed in the information bar along the bottom of
the screen. Left click on the icon to order the unit to carry out the command.

Select a squad and right click on another person to interact with that person
through a command menu. 

Select a squad and right click on a vehicle to interact with a vehicle. If the
vehicle carries equipment, right clicking on the vehicle will allow a squad
that isn't carrying anything to get a piece of equipment from the vehicle.

A selected unit can interact with the environment, like a building or a person,
when the cursor changes into two gears. The interaction is described in the
information bar at the bottom of the screen.

Double-click on a vehicle to automatically order all squads to exit the
vehicle.

Double-click on a squad carrying a piece of equipment to force the squad to
drop the piece of equipment.

Double-click on a Police squad or Firefighter squad escorting another person to
automatically let that person go.

Double-click on a Shooter to equip/put away their weapon.

II. Mission Walkthroughs
===============================================================================
There can be different ways a mission can be completed. It is assumed that a
SatCom Vehicle is deployed for each mission. It is also assumed that all
missions are played on Normal [Level of Difficulty]. Numbered tasks for each
walkthrough must be completed in sequential order. The tasks with letters can
be done in any order, usually simultaneously, after any numbered tasks. For
example, complete task 1, task 2, and task 3. Then work on completing task A,
task B, task C, etc.

Mission 1: Train Accident (Accident at uncontrolled train crossing!)

Objectives
----------
A) Prevent further accidents
B) Transport all casualties to the hospital
C) Remove the wreck from the accident scene

Walkthrough
-----------
1) Use the Firefighter to turn on the stop sign using the the switch on the
   northeast side of the railroad tracks. The switch is a gray box about the
   size of a person. The railroad signal just southeast of the switch will
   turn red.  This prevents another train from causing another accident.
2) Equip the Firefighter with the Jaws of Life from the Equipment Vehicle and
   remove the casualty from the car wreck.
3) Use Paramedics to put each casualty in an Ambulance then have the Ambulances
   return to base.
4) Drop the Jaws of Life being carried by the Firefighter. Equip the
   Firefighter with a Chainsaw from the Equipment Vehicle and cut down the
   tree blocking the car wreck.
5) Remove the car wreck by picking up the wreck with the Tow Truck and then 
   send the Tow Truck back to base.

Mission 2: Man threatens family (Elite soldier threatens his family!)

Objective
---------
A) Prevent the man from hurting himself or others

Walkthrough
-----------
1) Drop off the Psychologist near the building. Select the Psychologist then 
   click on the man in the building. The man will demand to speak to his wife.
2) Send the Police Helicopter with the Officer to the island in the northeast. 
   Use the Officer to find out the location of the wife by selecting the 
   Officer then clicking on somebody at the mansion. This spawns a yacht
   in the upper left corner of the screen.
3) Leave the Officer on the island. Send the Police Helicopter to call in the
   yacht by selecting the Police Helicopter then clicking on the yacht.
4) The yacht will dock at the island and the wife and a man will leave the
   yacht. Use the Officer to escort the woman onto the Helicopter.
5) Fly the Helicopter back to the man's location. Escort the wife into the 
   building to end the mission.

Mission 3: Bank Robbery (Bank robbery ends with hostages being taken!)

Objectives
----------
A) Prevent the hostages in the bank from being harmed
B) Prevent the bank robbers from escaping

Walkthrough
-----------
1) Use the Psychologist to talk to the bank robbers. The bank robbers will give
   you ten minutes to get them an Escape Car. One bank robber will come and
   stand outside the bank. Any police units other than the Psychologist that
   approach the bank will result in the death of the hostages.
2) Equip the Shooters with Flashbang grenades and position the Police Tank in
   a strategic location. Southwest of the bank is a park. Northwest of the
   park there are two garages next to each other. One garage has a red car
   inside and the other garage is empty. The bank robbers exit a tunnel from
   the empty garage. The bank robbers will then walk one block southwest then
   head southeast.
3) Move the Escape Car near the bank. The bank robber standing outside the bank
   will go back inside the bank.
4) Check the building again with the Psychologist. There will be no activity
   inside the bank. The Psychologist can enter the bank. The hostages will be
   safe but the bank robbers have escaped through a tunnel. A squad can be sent
   into the tunnel and will emerge at the empty garage.
5) Locate the bank robbers. Move the Police Tank towards the bank robbers. Drop
   off any police units in the Police Tank about a block away from the robbers.
   Move the Police Tank very close to the bank robbers so the robbers shoot at 
   the Police Tank and not at the Police Officers/Shooters. Use a Flashbang to 
   stun the robbers. Move in quickly and arrest the bank robbers. Put the bank 
   robbers in the Police Tank. Send the Police Tank back to base.

Walkthrough
-----------
1) Use a Police Officer or Firefighter to switch the road sign near the rest
   stop to slow down traffic. The signal switch is located southeast of the
   rest area next to a small building.
2) Use a Police Officer to redirect traffic from the highway thru the rest stop
   to a side road to prevent further accidents.
3) Use a Firefighter to escort the man standing on the median of the highway
   to a safe area to prevent him from being injured by traffic.

   Optional: Use a K-9 Rescue Unit to search for the hard to find casualty.

A) Use a Firefighter equipped with Jaws of Life to remove casualties from the
   car wrecks.
B) There is one victim northwest of the accident site hidden among the trees.
C) Transport casualties in the Ambulances to the hospital.
D) Remove the car wrecks from the mission site using tow trucks.
E) After all the casualties and wrecks have been removed use a Police Officer
   or Firefighter to turn off the speed limit by using the signal switch.

Objectives
----------
A) Rescue the injured worker
B) Put out the pipeline fire
C) Prevent the north and south plants from catching on fire and exploding

Walkthrough
-----------
1) Send the Rescue Helicopter to rescue the worker. The Rescue Helicopter can
   pick up the injured worker without landing. Simply select the Rescue 
   Helicopter and then click on the victim. The victim will be picked up by 
   the Helicopter in a basket. The Rescue Helicopter will have to put down the
   victim then land so a Paramedic Team can put the victim inside the Rescue
   Helicopter. The Rescue Helicopter can't return to base while carrying a 
   victim in the basket.
2) Send a Firefighter to turn off the pipeline at the south plant. There is a
   switch in a fenced off area near the entrance. The pipeline is turned off
   when all the equipment at the south plant stops moving.

A) To set up the pontoon bridge use a Firefighter with a Chainsaw to cut down
   the tree. Use a Firefighter to clear the tree trunk by picking up the tree
   trunk and moving the tree trunk out of the way.
B) Send 1 fire engine across the pontoon bridge so it's to the northwest of
   the pipeline. Send the other 2 fire engines up the south access road by the
   south plant so the 2 fire engines are on the southeast side of the pipeline.
   Extinguish all the fires.

Objectives
----------
1) Prevent the Prisoner from escaping
2) Prevent the gas leak from causing an explosion

Walkthrough
-----------
1) The escaped Prisoner heads southeast from the police station then heads
   southwest on the major road with the train tracks. Once the prisoner has
   been arrested and put in the Police Car send the Police Car back to base.
2) Use a Firefighter to shut off the gas line located in the building at the
   northwest corner of the park. A Police Officer can't shut off the gas line.

A) Use 1 Large fire engine on each building. Use the Small fire engine to
   control the fire in the park.
B) Use the Firefighter to remove the casualties from the burning buildings.
C) To rescue the casualty on the second floor of the other building select the
   Firefighter then click on the Ladder truck. The Firefighter will
   automatically be lifted up to the second floor of the building. Once the
   Firefighter is carrying the casualty select the Firefighter and click on
   the Ladder truck again to be taken back down to the ground.
D) The mission ends successfully when the prisoner has been arrested and sent
   back to base, all the fires are extinguished, and the four casualties have
   been put on Ambulances and the Ambulances sent back to base.

3 monkeys

Objectives
----------
A) Prevent any contaminated people from leaving town.
B) Capture all 3 monkeys and transport the monkeys to the lab so a serum can 
   be made.
C) Decontaminate and treat the infected victims.

Walkthrough
-----------
1) Prevent the contaminated person in the north part of town from leaving the
   map by using 2 Officers to block off the street. Contaminated units will
   have a yellow triangle over their head.

A) Use the Tow Trucks to pick up the cages at the lab. Transport one cage to
   the playground, one cage to the forest south of the lab next to the sheep,
   and the last cage needs to be transported to the northeast side of the
   river at the eastern edge of the map.
B) While the Tow Trucks are positioning the cages, use the Police Helicopter
   to round up other infected people around town to prevent the infection from
   spreading. At least 1 Officer will also become infected. Move all the
   infected people to the blocked off street.
C) There is a fruit stand near the center of the town. A Firefighter can pick
   up a banana by clicking on one of the stands. A Firefighter carrying a
   banana will have a banana icon over their head. Put 1 banana in the cage as
   bait and use 1 NBC Firefighter with a banana to lure the monkey into the
   cage. Use the NBC Firefighter to close the cage once the monkey is inside.
   Pick up the cage with the monkey inside with a Tow Truck and transport the
   cage back to the lab. Unload the cage in the same area at the lab where the
   cages were picked up initially.
D) The monkey at the playground will wander away. Pick up the victim with a
   Paramedic team and get the victim to the hospital. Place a cage nearby and
   lure the monkey into the cage. Getting close to the monkey at the playground
   spawns the second monkey.
E) The second monkey is in the forest south of the lab. Use a Firefighter with
   a Chainsaw to cut down the trees the monkey is using for cover then lure
   the monkey into the cage with a banana.
F) The third monkey spawns once the first captured monkey is returned to the
   lab. For the monkey on the river bank use the Police Helicopter to make the
   monkey hop onto the third island in the river. Then use a Firefighter with
   a Fire Axe to loosen the tree trunk that is upstream. When the tree trunk
   floats downstream the monkey will jump onto the tree trunk then jump onto
   shore. Have bait ready to lure the monkey into the cage.
G) After all three monkeys have been returned to the lab, you can decontaminate
   the infected people using the NBC Van.

Walkthrough
-----------
1) Equip Shooters with Flashbangs and capture the runaway terrorist. The
   terrorist leaves the Presidential Palace by the northwest then heads
   southwest on the street with the train tracks.
2) Have a NBC Firefighter turn off the poison gas leaking from the truck by
   selecting the NBC Firefighter and clicking on the truck. Anyone who comes
   near the gas leak will become poisoned.
3) Set up a treatment area at the southeast entrance to the Presidential Palace
   by sending the NBC Van, the Mobile Hospital, and any Ambulances. Pick up the
   victims laying on the ground with the Paramedics. Decontaminate a victim
   before putting a victim on the Mobile Hospital or an Ambulance. After the
   injured victims are decontaminated and sent back to base, escort any
   standing contaminated people into the NBC Van. Don't forget to put the
   poisoned terrorist through the NBC Van.
4) Make sure Shooters are equipped with Flashbangs and move towards the
   Parliament building. The Parliament Building is in the northwest corner of
   the mission site. There is a truck similar to the truck carrying the poison
   gas that is in front of the Presidential Palace. Have a NBC truck nearby.
   Drop off the Shooters about a block away from the Parliament Building. Move
   the Police Tank towards the truck in front of the Parliament building. Two
   terrorists will jump out of the truck, release more gas from the truck, and
   start shooting. Flashbang and arrest the terrorists. Turn off the gas
   leaking from the second truck. Decontaminate and treat any victims.
5) Use an Officer to escort the President to the Parliament building. The
   President is located on the northeast side of the Presidential Palace.

Walkthrough
-----------
1) Use a Firefighter to open the gate to the airport runway. 

A) Send 1 Large fire engine onto the airport runway. Start by putting out the 
   fire on the airplane then work on the terminal.
B) Use the other 2 Large fire engines to put out the fire at the terminal. Once
   the visible fire is extinguished continue to spray water on the terminal
   until the fires inside the terminal are also extinguished. If the fire has
   spread to the buildings northwest of the terminal use 2 fire engines to work
   on extinguishing those fires.
C) Use the Firefighter to escort/move everyone out of the Airport terminal. If
   you work quickly you can get people out before they become injured. There is
   one person trapped under a luggage cart. Use the Firefighter to move the
   luggage cart out of the way once all the other people in the terminal have
   been evacuated. If you push the luggage cart before everyone else is moved
   out of the terminal it's possible someone will get stuck behind the cart.
D) After everyone is out of the terminal use the Jaws of Life to open the
   wrecked Maglev train cars and the yellow bus on the runway.
E) Use the Mobile Crane to lower the two Maglev train cars that are hanging off
   the tracks. Open up the train cars with the Jaws of Life and treat any
   injured people found inside.
F) Transport all the casualties to the hospital.
G) Extinguish all the fires.

C) After 25 minutes the Manhole Maniac will walk onto the second bridge from
   the upper left corner. He will stand on the bridge for about one minute.
   Then he will walk down to the street and grab a manhole. Arrest the Manhole
   Maniac after he has the manhole cover before he causes another accident.

Walkthrough
-----------
During this mission you do not have access to the command center or the motor
pool.

1) Set up roadblocks at either end of the street where the tank is located.
2) Equip the 3 Shooters with flashbang grenades.
3) Move units to the northwest corner of the Parliament building. Equip the
   Shooters with Flashbang grenades from the Police Tank.
4) Shoot and destroy the tanker truck parked on the southwest side of the
   Parliament building. The explosion will open a hole in the fence.
5) There are two armed guards inside the building by the front entrance. Send
   in a Shooter and stun the guards by the entrance. Quickly arrest the guard
   in front of the entrance then move southwest away from the other armed
   guard near the entrance.
6) Once the entrance is clear move the other police units inside the building.
   The general is located in the third room from the left at the back of the
   building. There are wandering armed guards patrolling the hallways. It is
   safe to approach an armed guard from behind without being shot. Avoid,
   arrest or shoot the armed guards on the way to the room with the general.
7) The quickest and safest route to the general:
      -Head southwest from the entrance
      -Turn northwest and go up the hallway. There is 1 wandering guard.
      -Turn northeast up the next hallway. Toss in a flashbang. Arrest the 2
       guards standing in the middle hallway to the northwest.

8) The general is with 2 armed guards. Shooters can easily enter the room and
   arrest the 2 guards without being turned into casualties.

2) Shoot the 2 armed prisoners in the guard tower by the entrance so the fire 
   engine can move in and start extinguishing the fire

A) There is one armed prisoner in the northwest wing of the prison. This
   prisoner can be stunned with a flashbang and arrested. There are two armed
   prisoners in the bottom/west wing of the prison. Flashbang and arrest both
   armed prisoners. There are two injured guards in the northwest wing and 1
   injured guard in the southeast wing. 
B) The 3 injured guards outside in the prison yard can be airlifted out safely
   by a Rescue Helicopter and then put on the Mobile Hospital. There is one
   prisoner in the middle prison yard that will probably become injured by the
   heat of the fire. Airlift that casualty too.
C) About 10 minutes into the mission 3 prisoners will attempt to escape. About
   20 minutes into the mission 2 more prisoners will try to escape. Have Police
   Officers ready at the main gate to arrest any prisoners that try to escape.
D) There is one armed prisoner on the southeast side of the prison that can be
   flashbanged and arrested.
E) There is an armed prisoner on the southeast side of the prison holding a
   hostage. This armed prisoner has to be shot by a sharpshooter as negotiation
   with a Psychologist and stunning with a flashbang doesn't seem to work.
F) There are two armed prisoners in a guard tower along the northeast wall of
   the prison and two armed prisoners in a guard tower along the northwest side
   of the prison. All four prisoners can be shot by a Sharpshooter or Shooter.
G) Round up the 7 prisoners outside in the prison yard and the 4 prisoners
   locked in their cells inside the prison. Use the Motorboat to arrest the
   escaped prisoner on the small island north of the prison. Arrest the escaped
   prisoner standing in the forest south and east of the prison. Transport all
   prisoners off the map.

3) To capture the 2 kidnappers in town set up a roadblock on one of the streets
   leading out of town to the north. Have 1 Shooter with flashbang and 1 
   Officer waiting past the roadblock to arrest the kidnappers when they get
   out of the Escape Car.
4) Use a Sharpshooter from the western shore of the river to shoot the 2 armed
   kidnappers guarding the river.
5) Send 2 Shooters with Flashbangs, the Police Officer, and Paramedic to the
   northeast Motorboat landing.
6) Send in the Escape Car and arrest the 2 kidnappers after they run the
   roadblock.
7) Move the 2 Shooters and Police Officer at the river east towards the first
   cave. When they get close the 3 kidnappers inside the cave will leave the
   cave and try to escape to the north. Quickly flashbang and arrest the 3
   kidnappers before they can make it off the map and escape.
8) Once the 3 kidnappers are under arrest send the Paramedic into the cave
   to pick up the injured kidnap victim. Transport the kidnappers and the
   victim back to town on the Motorboat.
9) Remove all the injured, arrested, and dead from the site.

4) Send the Motorboat out to pick up the 7 victims in the water. Decontaminate
   and put the injured on the Mobile Hospital. One victim will go on an
   Ambulance.
5) Send 1 NBC Van with 3 NBC Firefighters and 1 Officer to the dock area. Use
   the Officer to control the people on the dock to prevent further
   contamination and recontamination. Decontaminate all the contaminated.

Walkthrough
-----------
The Transport vehicle is a blue van. The Transport vehicle has to have 2 Police
units plus the terrorist inside the vehicle in order for the vehicle to move.
The Transport vehicle moves automatically on a route. The exact route can be
seen on the minimap. You can click on the Transport vehicle to start and stop
the vehicle. When the Transport vehicle is attacked the 2 police units will
leave the van. The terrorist leader may try to escape. The terrorists will
shoot out one of the tires on the Transport vehicle. One of the police units
can fix the flat tire so the Transport vehicle can move again.

There are two types of attacks on the Transport vehicle. The first type of
attack is two terrorists coming out of a building and shooting at the Transport
vehicle. The second type of attack is two terrorists driving up to the
Transport vehicle in a red car that looks like an Escape Car and attacking the
Transport. There are 7 attacks from buildings and 8 attacks from red cars.
There is also one attack from a TV van in front of the courthouse.

Attacks from red cars can usually be avoided by blocking the red car with a
vehicle before the Transport gets to the red car. Any red car that is blocking
the way of the Transport will have to be moved out of the way using a Tow truck
before the Transport can continue along the route.

Use flashbangs to stun attacking terrorists then arrest the terrorists.

B) Send 1 NBC Firefighter to turn off both nuclear reactors. The control room
   for each reactor is the orange part of the building on the southwest side.
C) Use the Rescue Helicopter to airlift the injured to the field outside the
   nuclear plant.
D) Decontaminate the injured and put them on Ambulances. The fifth injured goes
   on the Rescue Helicopter.
E) Move the contaminated people that are inside the nuclear plant to the field
   outside the plant. Decontaminate everybody. Don't forget to decontaminate
   the man picked up by the police.

Walkthrough
-----------
Sending in a Police Helicopter will cause the spies to load the satellite
onto the train. If the spies have a guard posted at the railroad switch, the
train will leave with the satellite. A Police Helicopter will also sound an
alarm and up to 10 additional armed guards will come out of a building.

There is one armed guard and a spy at the satellite crash site. Ignore them.

There is an armed guard by the railroad tracks next to a signal switch near
the northwest corner of the plant. Kill or arrest that guard to take control
of the railroad signal. Armed guards will continue to move towards the railroad
signal switch. If you arrest the armed guard no further guards will move
towards the signal switch.

There are two armed guards and a spy by the northeast entrance of the plant.
The two guards can be shot by a Sharpshooter or lead away from the spy. Once
the spy is alone arrest the spy with a Shooter or Police Officer. Select an
Officer or Shooter then right click on the arrested spy. There will be a
command menu option with no icon. Click on the no icon option and 6 armed
guards will leave the plant and gather on the road away from the plant.

When you shoot an armed guard inside the plant, between 4-10 armed guards will
come out of a building and increase the security around the satellite.

1) Transport the Sharpshooters by Motorboat to the other side of the river.
   Walk northwest up the road past the entrance to the plant. Continue
   southwest around the fence until you get close to the railroad tracks.
2) Shoot the armed guard by the railroad switch. If a guard activates the
   switch, the satellite will be loaded onto the train and the train will
   leave the station. Continue to shoot the guards that approach the switch or
   arrest the next guard that approaches the switch.
3) Send in the Sharpshooters. Shoot the first northwest guard and the first
   southwest guard with one Sharpshooter. Then order one Sharpshooter to enter
   the first gray shipping container. Simultaneously attack the first northeast
   guard to draw fire away from the Sharpshooter trying to get into the
   container. 
4) Enter the gray shipping container holding the satellite to end the mission.

B) Use the Officers to move all the civilians as close to the parking lot as
   possible. Use 1 Officer between the fence and the rope on each side and 1
   Officer on the inside of the rope on each side. Some people will be hiding
   among the concession stands outside the landing area.
C) Position the Small fire engine north of the hangers on the left side of the
   screen. Move the Large fire engine behind the north fence by the upper right
   hand corner by the fuel tanks. Move the other Large fire engine by the
   warehouses southeast of the control tower.

OPTIONAL: Move the two people out of the control tower with a Firefighter.

1) To control the fire send in a Fire plane centered in the middle of the
   blimp. This will not extinguish the fire but buys you time to get other
   firefighting vehicles in position.

A) Have one Fire Tank cool the nose of the blimp. Have the other Fire Tank cool
   the tail of the blimp. Use the Large Fire engine that is behind the fence to
   control the fires near the Fuel Depot. Use the Large Fire Truck near the
   control tower to control the fires on the kiosks/concession stands along the
   northeast side of the landing area.
B) If needed, send a Firefighter into the control tower by the small blimp and
   escort the 2 people inside the control tower away from the fires.
C) Use a Jaws of Life to open the gondola on the crashed blimp and free the 4
   people trapped inside the gondola. These 4 people will then go to the small
   blimp. Once the 4 people are inside the small blimp, use a Firefighter to
   loosen the two ropes anchoring the small blimp. 
D) Send in one Large Fire Engine to cool the Control Tower/tail of the blimp.
   Move the Fire Tank that was cooling near the tail of the blimp between the
   blimp and Fuel Depot to prevent the fire from spreading to the Fuel Depot
   and igniting the fuel tanks. Position one additional Fire Tank in the
   landing area near the Gondola.

   corner of the warehouse building. Move 1 fire engine into the parking lot
   on the southwest side of the warehouse. Place 1 fire engine on the northwest
   side of the warehouse. The last fire engine should be near the south corner
   of the warehouse.
C) Use the Rescue Helicopter to transport the casualties off the oil tanker.
   Load the injured onto the Mobile Hospital.
D) After the fires are extinguished use a K-9 unit to find the 2 victims in
   the rubble near the northeast corner of the warehouse. Load the injured
   onto the Mobile Hospital.
E) The five people standing on the deck of the oil tanker will jump into the
   water with the sharks. Rescue them using a Motorboat. Load any injured onto
   the Mobile Hospital. Put the 11th injured on the Rescue Helicopter.

Optional: Southeast of the boat dock are three shipping containers. Each of
          the containers can be pushed into the water using a Bulldozer. This
          spills fish guts into the water. The sharks will swim over by the
          fish guts. This prevents the sharks from attacking the people that
          jump into the water.

1) Use the Officer to turn off the power to the tracks. The power switch is by
   the little house southwest of the bridge going over the canal. Northwest of
   the power switch is the flood gate control. The description says of the
   switch says "close the barrage". Close the flood gate to lower the level of
   the canal exposing the submerged train car.
2) Use the small fire engine to put out the fire.

A) 20 minutes into the mission part of the bridge will collapse. Keep all 
   vehicles and people away from the southwest end of the bridge. The collapsed
   bridge will not prevent you from completing the mission.
B) To move the wanderers away from the wreck use an Officer to barricade the
   area. Use the Psychologist to talk to the shocked victims and they will move
   out of the way. Clear out the wanderers and the casualties so the Crane can
   move the debris off the wreck. Use the Crane again to move the train car
   that is laying on top of the two other train cars.
C) There is one train car that is buried in the rubble. Open up this train car
   and send in firefighters to carry out the four casualties inside.
D) Location of the victims in each train car:
-The "front" of the train car has a window separated from the other windows.
 There are 8 windows total on each train car. The windows are numbered from
 front to back.

1) Send in three Fire Planes. There are two fires in the forest between the
   volcano and the industrial plant. Extinguish both of those fires. There are
   three fires that start near the bridge. Extinguish the large fire that
   crosses the road. 

A) Put out the fires in town then move units north to prevent the fire from
   spreading into town. If the small fire engines in town are arranged
   correctly the small fire engines will put out all the fires in town while
   you are setting up the fire plane drops.
B) Use the small fire engine that is already by the northwest block of town to
   fight the fires along the northeast edge of town. Move that fire engine
   towards the southeast. Try to prevent the buildings NE of the church from
   catching on fire.
C) Send the two small fire engines that were in town towards the northwest
   block. Prevent the houses in the northwest block from catching on fire.
D) Use the Bulldozer to push the rock so it seals the volcanic chasm. This
   prevents the chemical contamination from spreading through town.
E) Send the first three Large fire engines towards the fires near the bridge.
   Prevent the fire from spreading northwest towards town. Send 1 Large fire
   engine to the northwest block. Stop the fire from spreading towards the
   cabin northwest of town. Send the fifth Large fire engine to the northeast
   corner of town.
F) Use 1 Large fire engine and 2 Small fire engines to extinguish the fires to
   the northwest. Then move those 3 vehicles to the southeast and continue to
   fight the fires. 1 Small fire engine will continue to keep the buildings
   near the church from catching on fire. The other four Large Fire engines
   should work on preventing the fire from spreading to the east towards the
   industrial plant.

If anybody is contaminated, send in a NBC Van. The contamination will not
spread by contact. If anybody is injured get them loaded on an Ambulance.

If the bridge burns down, you can use a Pontoon Vehicle to create a temporary
bridge.

   -Section 2: 1 sandbag in middle dike next to dike gate
   -Section 3: 2 sandbags in middle dike next to dike gate
   -Section 4: (closest to sandbags): 3 sandbags in dike closest to river, one
    sandbag goes on perpendicular wall
C) On the north side of the river use the firefighters and Police Helicopter to
   escort the civilians behind the dike gate. Use the Police Helicopter to pick
   up the civilians inside the fenced off areas.

OPTIONAL: On the far side of the river use the Tow Trucks to move 6 chemical
          barrels behind the dike gate. There isn't time to move more barrels
          before the flood hits. All vehicles should be behind the dike gate
          at about the 2 minute mark.

D) Close all the dike gates on both sides of the river using a Police Officer
   or a Firefighter.

A) Evacuate the 20 patients from each hospital. Send 2 Mobile Hospitals to

   back to base. If you leave the Mobile Hospitals at the mission site, some
   of the injured will disappear after the impact. Also load up the Ambulances
   at each hospital and send the Ambulances back to base.
B) Use Officers to redirect traffic at both ends of the main road. Also
   redirect traffic that is entering at the northeast corner of the site.
C) It is a good idea to save your game so you can go back and tweak the vehicle
   positioning.
D) The main impact site is the park that is west of the train station. There
   are six wanderers that should be put into a Police Van. There are two kids
   inside the park in the larger playground area that also should be put into
   a Police Van. The 2 kids in the smaller playground appear to be bugged.
E) The secondary impact site is either the north hospital or the south
   hospital. Since an impact at the north hospital seems to bug the mission,
   plan on a south impact. There are 3 people that wander in the area of the
   south hospital. Get them into a Police Van.
F) Once all the wanderers and the 2 kids from the park are in Police Vans you
   need to move them to a safe area and let them out of the vehicles. Leaving
   the wanderers in the Police Vans will sometimes bug the mission and cause
   the game to crash. North of where the vehicles enter the site there is a
   restaurant. There is a fenced off parking lot by the restaurant with 2
   entrances. Have 2 Police Officers block off the 2 entrances so civilians
   won't wander out of the parking lot. Now unload all the civilians in the
   parking lot.
G) Send 3 Large fire engines to the southwest impact site. South of the
   hospital is a warehouse. Position 1 Large fire engine west of the warehouse
   and south of the houses. Northwest of the hospital is a street. On the
   southwest side of the street is a large house. Have 1 Large fire engine a
   block away from the hospital ready to extinguish that house. Northeast of
   the hospital there are two rectangular buildings than a tall, square
   building. Position a Large fire engine between the tall, square building
   and the rectangular building and be two blocks northeast of the hospital.
H) Send 3 Large fire engines and the Fire Tank around the main impact site.
   Move the Fire Tank so it on the southwest side of the park just on the
   opposite side of the main road. Northwest of the park is a large V-shaped
   building. Position 1 Large fire engine at the south corner of the
   building. Southeast of the park are two long rows of buildings. Park 1
   Large fire engine at the northwest corner of that block. Northeast of the
   park is a wide sidewalk with a line of trees. Position 1 Large fire truck
   southeast of this strip at the first intersection northeast of the park.
I) North of the park there are some buildings that form a "V" pointing to the
   southwest. Position 1 Large fire engine so it is between the two lines of
   the "V". One block to the southeast position another Large fire engine so
   it is north of the yellow sign on the corner. One block southeast from the
   last Large Fire Engine position the third Large Fire Engine and also make
   sure the Large Fire engine is northeast of the yellow sign.


23B. After the impact:

1) The main priority is controlling the fires. If anybody is injured they can
   wait until the fires are under control.

A) At the southwest fire move the south fire engine to the north to put out the

   other two fire engines. A small group of houses will be burning west of the
   warehouse but ignore those fires until the other fires are extinguished. The
   houses that burn in the south are easily taken care of by two fire engines.
B) Around the main impact site one fire engine will concentrate on the V-shaped
   building. The Fire Tank should start by extinguishing the line of trees that
   is in the middle of the main road. The fire engine to the southeast should
   extinguish the buildings first then work along the southeast side of the
   park. Move one fire engine to start with the little building southwest of
   the train station then work on the northeast side of the park.
C) North of the main impact site keep 1 Fire engine around the buildings that
   are in a "V" shape. Move the other two fire engines to the southwest.
D) If you didn't evacuate the civilians around the impact sites there will be
   4 injured people outside the train station that will need to be treated.

3) Before the SatCom Vehicle reaches the site land the Police Helicopter near
   the tail of the crashed airplane next to the escaping hijacker. Drop off a
   Police Officer and the Psychologist. Quickly arrest the hijacker then move
   towards the construction site to the southwest of the airplane. There should
   be a second hijacker walking down the road trying to escape. Quickly arrest
   the second hijacker. If you wait too long both hijackers will disappear.
   Put the captured hijackers on the Police Helicopter.
4) Use the Rescue Helicopter to pick up the man that is northeast of the
   cockpit of the plane. Drop him off on the southwest side of the plane.
   Quickly treat this victim with the Doctor from the Helicopter before the
   victim dies.
5) Next send in some Fire Plane drops. There are five areas to worry about.
   First, there is a fire burning just north of the crash site. There is a
   large fire on the northeast of the plane that will spread quickly. Setup a
   drop on the northeast side of this fire to slow down the fire's spread.
   There are two fires in the middle southwest side of the park. Try to
   extinguish those fires completely. There are two fires at the bottom left
   side of the park. Try to put out the fire that is burning in the park area
   first.
6) Send in the rest of the vehicles from the Motor Pool.

A) Use the Rescue Helicopter to start moving casualties near the Mobile
   Hospital. Use a Paramedic to put the injured on the Mobile Hospital.
B) Move the units into position:
-Use a Police Officer to redirect the traffic that is coming in from the
 bottom left corner of the screen. Move another Officer to the Embassy.
-Move one Large Fire Engine north of the crash site. Send one Large Fire Engine
 to work on the fire that is northeast of the cockpit. Order a Large Fire
 Engine to extinguish the fires in the center of the park. The last Large Fire
 Engine should be moved to fight the fires in the south part of the park.
-Move the Ladder Truck and the Mobile Hospital southwest of the cockpit area
 of the plane.
-Send the Mobile Crane, an Ambulance (with Paramedic and Doctor), and an
 Equipment Vehicle (with a Firefighter) to the yellow debris by the monument
 that is near the southeast corner of the screen.
-Move the Escape Car and the Police Van to the first intersection southeast
 from the tail of the plane. This is where the four lane street crosses the
 two lane street. Leave the Escape Car at this intersection.
C) The route the Escape Car takes depends on where the roadblock and Police
   units are located. The Escape Car will try to escape at the upper left
   corner of the screen. Move the Police Van to the intersection southeast of
   the tail of the plane then move a block to the southwest. Place a
   roadblock before the next intersection. Move The Police Van southwest past
   the intersection.
D) Use the Psychologist on the plane. The hijackers will demand to speak to the
   Ambassador. Send the Police Officer into the Embassy. The Ambassador will
   leave the Embassy and drive a black car to the nose of the plane. Use a
   Firefighter, not a Police Officer, to escort the Ambassador onto the Ladder
   Truck. The Ambassador will enter the plane then come out. The hijackers want
   an Escape Car in 10 minutes. Move the Police Officer from the Embassy to the
   roadblock.
E) Before the 10 minute time limit expires, move the Escape Car towards the
   escape slide at the tail of the plane. The 4 hijackers will leave the plane.
   The Escape Car with the hijackers will fire on any nearby rescue vehicles
   and units. Once the Escape Car is stopped by running over a roadblock the
   four hijackers will leave the car. Two hijackers will attempt to escape on
   foot. The other two hijackers will wait by the Escape Car. The hijackers
   will not use any weapons once they have left the Escape Car. Use the Police
   Officers to arrest the four hijackers and put them in the Police Van.
F) Once the hijackers have left the plane use a Firefighter to first move the 3
   or 4 casualties off the plane. Then use the Firefighter to escort the
   remaining hostages off the plane.
G) Move the Mobile Crane, the Equipment Truck with a Firefighter and an
   Ambulance to the yellow wreck near the SE corner of the screen by the
   monument. Use the Mobile Crane to move the debris off a vehicle hidden
   underneath. Use a Firefighter equipped with a Jaws of Life to pry loose the
   victim trapped inside the car. Load the victim onto the Ambulance.
H) Transfer the 2 captured hijackers from the Police Helicopter to the Police
   Van. Put the 2 Police Officers on the Police Helicopter. Land the Police
   Helicopter in front of the Parliament building. Escort the President onto
   the Police Helicopter. Send the Police Helicopter back to base.
I) Transport all the casualties from the accident site. Transport all the
   hijackers from the accident site. Put out all the fires.

   Helicopter to do a trace on each group. The Police Helicopter can also use
   the spotlight to highlight each group of Aliens.
C) The only way to stop an Alien is by killing it with a Firefighter equipped
   with a Chainsaw. Firefighters can safely approach the Aliens from behind.
   After the Firefighter kills the Alien any nearby Aliens will zap the
   Firefighter and any nearby units with the ray.
D) Send in a single Firefighter at a time to Chainsaw an Alien. Once an Alien
   has been successfully reduced to a pile of green goo send in the next
   Firefighter.
E) Kill all 12 Aliens before they return to their UFO.
